Bill Rosier was born on August 3, 1946, in Indianapolis, Indiana. He was the youngest of 24 children and graduated from Arsenal Technical High School before enlisting in the army. After serving for five years in Vietnam, he pursued an engineering degree at the University of Alabama and became a structural engineer. He was married to Pamela Rosier and had six children.
