Born as Celine Zeigman on January 7, 1911, in Paris, France, Carroll immigrated to the United States when she was just 18 months old and grew up in the Bronx, New York. She was married to Buddy Howe from 1936 until his death in 1981, and together they had one child. During World War II, while Howe was drafted, she found success as a solo comic, and when he returned, he became a talent agent recognizing her growing popularity. She was also the mother of Helen Howe Tunick and grandmother to Susan Hamilton and Andrea Ramos.
