Born Phyllis Callow in Hollywood, she was the daughter of Ridgeway Callow, an assistant director, and Peggy Watts, a socialite and Ziegfeld Girl. She married Macgregor Douglas in 1954, with whom she had one child before their divorce. She later married Robert B. Boyce, with whom she had two children.

Phyllis began her career as a child actress, playing the young Bonnie Blue Butler in Gone with the Wind. After retiring from acting, she dedicated 33 years to working as a real estate broker in California. Later on, she semi-retired and focused on selling recreational vehicle lots in Palm Springs.
