Raymond Bailey was born on May 6, 1904, in San Francisco, California. He was married to Gaby George from August 1951 until his death in April 1980. Bailey did not have any children. He had a close friendship with his co-star Nancy Kulp, with whom he shared a bond throughout their careers.

Bailey did not have immediate success in Hollywood. After high school, he worked as a stockbroker and banker. He later pursued a career as a seaman, traveling around the world. Finally, in 1938, he returned to Hollywood, where he began to land small film roles, leading to his famous character of banker Milburn Drysdale in The Beverly Hillbillies.
